Tim, I think I found the tutorial you used (or at least a similar technique), but I have one question--are your borders part of the image, or is it "added on" to the image (so that you don't lose any of the original image by applying the blur)?

the borders on the outside? they are just canvas extensions.

Here's what I have. The blurred border is actually a part of the image. I'd prefer to make it an extension, but I don't know how to do that:

good effort. when you said border I thought you meant the outer most white edge.
I will try to help more with this later.
 
Anyone know of a tutorial that would show me how to make something similar to these frames in Elements? ; I tried with no success tonight.
