outside washing my car and these 3 characters show up looking for a handout. got within 2 ft of me. I guess some folks feed them even though it is frowned upon. I made that mistake once years ago and every time I went out they almost followed me up the stairs and back into my Apt. It is very tempting to feed them but I don't

no I was outside cleaning the car and they just walked up to me. probably been fed by someone and they equate people with food and lose their fear of humans also.
 
nope. it is not allowed and that makes sense. as much as I want to it is the right thing to do by not feeding them

The good thing is that I would rather a Duck lose their fear of humans than say, oh I don't know, a Grizzly Bear. ; I do feed the local ducks occasionally, BUT, I picked up some Poultry Feed from the local farm store to do so (so at least they are getting a healthy meal rather than all those carbs in bread).
